Surrender of certificate.—Every operator of a cyber cafe who ceases to carry on the running of a cyber cafe shall, within seven days of such cessation, surrender the certificate of registration to the Chief Controller of Explosives in person or by registered post, and shall inform it in Form II of the manner in which every permit held by him has been disposed of.
