Surrender of certificate.—Every user of the national emblem who ceases to carry on the use of the national emblem shall, within forty-five days of such cessation, surrender the certificate of registration to the Screening Committee in person or by registered post, and shall inform it in Form C of the manner in which every petition held by him has been disposed of.
