Application for registration.—Every user of the national emblem carrying on the use of the national emblem shall make an application for registration to the Screening Committee in Form D, within forty-five days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every summons held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
