Surrender of certificate.—Every owner of a vehicle used for election purposes who ceases to carry on the use of vehicles for election purposes shall, within twenty-one days of such cessation, surrender the certificate of registration to the Returning Officer in person or by registered post, and shall inform it in Form 7 of the manner in which every affidavit of a candidate held by him has been disposed of.
