Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the employer of inter-State migrant workmen shall apply to the Licensing Officer in Form III for a duplicate, accompanied by a fee of five thousand rupees, and the Licensing Officer shall issue a duplicate certificate marked as such within ninety days of the application.
