Surrender of certificate.—Every transmission licensee who ceases to carry on the transmission of electricity shall, within twenty-one days of such cessation, surrender the certificate of registration to the Grievance Redressal Forum in person or by registered post, and shall inform it in Form V of the manner in which every connection held by him has been disposed of.
