Application for registration.—Every owner of land within a cantonment carrying on the construction of buildings in a cantonment shall make an application for registration to the Government of Puducherry in Form E, within twenty-one days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every register of contractors held by him on the date of the application, and shall keep a copy of the application and of the statement for thirty days from that date.
