Surrender of certificate.—Every licensee of a warehouse who ceases to carry on the storage of agricultural produce shall, within twenty-one days of such cessation, surrender the certificate of registration to the Seed Certification Agency in person or by registered post, and shall inform it in Form A of the manner in which every register held by him has been disposed of.
