Custody of the register.—The register maintained under these rules shall be kept at the office of the Joint Commissioner in the custody of the Deputy Commissioner, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Joint Commissioner; and where the Deputy Commissioner having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form 16 within forty-five days of the succession.
