Safe custody.—Every petty food manufacturer shall keep every ration card to which these rules apply in a receptacle or place reserved for the purpose at the premises where the manufacture of food on a petty scale is carried on, shall record in Form A the description of every ration card so kept and the date on which it was received, and shall furnish a copy of the record to the Food Safety Appellate Tribunal within forty-five days of the close of each year.
