Surrender of certificate.—Every printer of election material who ceases to carry on the printing of election material shall, within fourteen days of such cessation, surrender the certificate of registration to the Delimitation Commission in person or by registered post, and shall inform it in Form 26 of the manner in which every register held by him has been disposed of.
