Application for registration.—Every proprietor of a shooting range carrying on the running of a shooting range shall make an application for registration to the Chief Controller of Explosives in Form I, within forty-five days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every cartridge held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
