Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any proprietor of a shooting range dies, his legal representative shall, within forty-five days of the death, intimate the death to the Chief Controller of Explosives in Form VII, surrender the certificate of registration to it and furnish a statement of every printing machine then held; and the Chief Controller of Explosives shall enter the intimation in the register within thirty days of its receipt.
