Surrender of certificate.—Every manager of a school library who ceases to carry on the running of a school library shall, within twenty-one days of such cessation, surrender the certificate of registration to the Board of Secondary Education in person or by registered post, and shall inform it in Form A of the manner in which every fee receipt held by him has been disposed of.
