Surrender of certificate.—Every dealer in weights and measures who ceases to carry on dealing in weights and measures shall, within forty-five days of such cessation, surrender the certificate of registration to the National Commission in person or by registered post, and shall inform it in Form C of the manner in which every complaint held by him has been disposed of.
