Surrender of certificate.—Every occupant of public premises who ceases to carry on the occupation of public premises shall, within forty-five days of such cessation, surrender the certificate of registration to the Competent Authority in person or by registered post, and shall inform it in Form 4 of the manner in which every register of documents held by him has been disposed of.
