Periodical returns.—Every city gas distribution entity shall furnish to the Petroleum and Natural Gas Regulatory Board, within one hundred and twenty days of the close of each year, a return in Form V of the distribution of natural gas carried on during that year, and a nil return where no such activity was carried on.
