Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a vehicle used for election purposes dies, his legal representative shall, within thirty days of the death, intimate the death to the State Election Commission in Form 26, surrender the certificate of registration to it and furnish a statement of every ballot paper then held; and the State Election Commission shall enter the intimation in the register within ten days of its receipt.
