Application for registration.—Every owner of a vehicle used for election purposes carrying on the use of vehicles for election purposes shall make an application for registration to the State Election Commission in Form 7, within forty-five days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every pamphlet held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
