Safe custody.—Every owner of a vehicle used for election purposes shall keep every voting machine to which these rules apply in a receptacle or place reserved for the purpose at the premises where the use of vehicles for election purposes is carried on, shall record in Form 17A the description of every voting machine so kept and the date on which it was received, and shall furnish a copy of the record to the State Election Commission within thirty days of the close of each year.
