Surrender of certificate.—Every dealer in weights and measures who ceases to carry on dealing in weights and measures shall, within ninety days of such cessation, surrender the certificate of registration to the Director of Legal Metrology in person or by registered post, and shall inform it in Form E of the manner in which every measure held by him has been disposed of.
