Periodical return.—Every shopkeeper in a village market carrying on the keeping of a shop in a village market shall furnish to the Panchayat Samiti, within fourteen days of the close of each year, a return in Form 3 of every muster roll received, held and disposed of during that year, and shall preserve a copy of the return for forty-five days from the date on which it is furnished.
