Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any licensee of a winery dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Deputy Commissioner of Excise in Form C, surrender the certificate of registration to it and furnish a statement of every sample then held; and the Deputy Commissioner of Excise shall enter the intimation in the register within thirty days of its receipt.
