Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a hazardous installation dies, his legal representative shall, within three days of the death, intimate the death to the National Executive Committee in Form D, surrender the certificate of registration to it and furnish a statement of every warning then held; and the National Executive Committee shall enter the intimation in the register within one day of its receipt.
