Safe custody.—Every owner of a private siding shall keep every luggage to which these rules apply in a receptacle or place reserved for the purpose at the premises where the working of a private siding is carried on, shall record in Form H the description of every luggage so kept and the date on which it was received, and shall furnish a copy of the record to the Chief Commissioner of Railway Safety within thirty days of the close of each year.
