Application for registration.—Every public call office operator carrying on the running of a public call office shall make an application for registration to the Digital Communications Commission in Form E, within forty-five days of the commencement of these rules, accompanied by a fee of one lakh rupees and a statement of every message held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
