Application for registration.—Every procuring entity carrying on the procurement of goods and services shall make an application for registration to the Public Accounts Committee in Form GFR 12-C, within ninety days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every bid held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
