Application for registration.—Every importer of liquor carrying on the import of liquor into the State shall make an application for registration to the Commissioner in Form C, within sixty days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every still held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
