Surrender of certificate.—Every implementing agency who ceases to carry on the implementation of a scheme shall, within fourteen days of such cessation, surrender the certificate of registration to the Comptroller and Auditor-General in person or by registered post, and shall inform it in Form GFR 12-A of the manner in which every purchase order held by him has been disposed of.
