Application for registration.—Every empanelled consultant carrying on the provision of consultancy services to the Government shall make an application for registration to the Finance Commission in Form GFR 19, within sixty days of the commencement of these rules, accompanied by a fee of five thousand rupees and a statement of every register of contracts held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
