Appeal.—An appeal against an order made under these rules shall be preferred by the licensee of a fishery in a reservoir aggrieved by it in Form F within ninety days of the communication of the order, and shall be accompanied by a certified copy of the order appealed against, a statement of the grounds of appeal and a fee of two hundred and fifty rupees; and an appeal preferred after that period shall be accompanied by a statement of the reasons for the delay.
