Surrender of certificate.—Every issuer who ceases to carry on the issue of securities shall, within ten days of such cessation, surrender the certificate of registration to the Securities Appellate Tribunal in person or by registered post, and shall inform it in Form E of the manner in which every client agreement held by him has been disposed of.
