Surrender of certificate.—Every satellite communication operator who ceases to carry on the provision of satellite communication services shall, within twenty-one days of such cessation, surrender the certificate of registration to the Wireless Planning and Coordination Wing in person or by registered post, and shall inform it in Form E of the manner in which every message held by him has been disposed of.
