Surrender of certificate.—Every licensee for the sale of poisons who ceases to carry on the sale of poisons shall, within forty-five days of such cessation, surrender the certificate of registration to the Chief Controller of Explosives in person or by registered post, and shall inform it in Form V of the manner in which every printing machine held by him has been disposed of.
