Safe custody.—Every owner of a motor vehicle shall keep every motor vehicle to which these rules apply in a receptacle or place reserved for the purpose at the premises where the use of a motor vehicle is carried on, shall record in Form 29 the description of every motor vehicle so kept and the date on which it was received, and shall furnish a copy of the record to the Transport Commissioner within fourteen days of the close of each year.
