Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any recruitment and placement agency for seafarers dies, his legal representative shall, within sixty days of the death, intimate the death to the Maritime Board in Form 4, surrender the certificate of registration to it and furnish a statement of every ship then held; and the Maritime Board shall enter the intimation in the register within forty-five days of its receipt.
