Safe custody.—Every fit person shall keep every register of children to which these rules apply in a receptacle or place reserved for the purpose at the premises where the temporary care of a child by a fit person is carried on, shall record in Form VII the description of every register of children so kept and the date on which it was received, and shall furnish a copy of the record to the Local Complaints Committee within forty-five days of the close of each year.
