Surrender of certificate.—Every fit person who ceases to carry on the temporary care of a child by a fit person shall, within forty-five days of such cessation, surrender the certificate of registration to the Local Complaints Committee in person or by registered post, and shall inform it in Form VIII of the manner in which every complaint held by him has been disposed of.
