Safe custody.—Every owner of an aircraft shall keep every navigation aid to which these rules apply in a receptacle or place reserved for the purpose at the premises where the ownership of an aircraft is carried on, shall record in Form CA-2 the description of every navigation aid so kept and the date on which it was received, and shall furnish a copy of the record to the Appellate Tribunal within fourteen days of the close of each year.
