Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the Drawing and Disbursing Officer shall apply to the Accountant General in Form GFR 40 for a duplicate, accompanied by a fee of five thousand rupees, and the Accountant General shall issue a duplicate certificate marked as such within twenty-one days of the application.
