Records to be maintained.—Every proprietor of a lodging house shall maintain, in Form V, a record of the keeping of a lodging house showing the particulars of every explosive substance received, held and disposed of, shall make every entry in the record within fourteen days of the transaction to which it relates, and shall preserve the record for a period of five years from the date of the last entry.
