Safe custody.—Every proprietor of a lodging house shall keep every licence to which these rules apply in a receptacle or place reserved for the purpose at the premises where the keeping of a lodging house is carried on, shall record in Form II the description of every licence so kept and the date on which it was received, and shall furnish a copy of the record to the Superintendent of Police within seven days of the close of each year.
