Conditions of registration.—Every owner of a public building shall carry on the provision of access to a public building only at the premises specified in the certificate of registration, shall keep every register of beneficiaries in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such register of beneficiaries for inspection on request by the Certifying Officer, and shall not part with the certificate of registration to any other person.
