Application for registration.—Every shipping agent carrying on the business of a shipping agent shall make an application for registration to the Director-General in Form 3, within sixty days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every cargo held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
