Application for registration.—Every manufacturer carrying on the manufacture of excisable articles shall make an application for registration to the Deputy Commissioner of Excise in Form C, within twenty-one days of the commencement of these rules, accompanied by a fee of one lakh rupees and a statement of every still held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
