Conditions of registration.—Every owner of a well on Government land shall carry on the sinking of a well on Government land only at the premises specified in the certificate of registration, shall keep every certificate of occupancy in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such certificate of occupancy for inspection on request by the Circle Officer, and shall not part with the certificate of registration to any other person.
