Surrender of certificate.—Every keeper of a printing press who ceases to carry on the keeping of a printing press shall, within fifteen days of such cessation, surrender the certificate of registration to the Superintendent of Police in person or by registered post, and shall inform it in Form IV of the manner in which every licence held by him has been disposed of.
