Surrender of certificate.—Every occupier who ceases to carry on the running of a factory shall, within forty-five days of such cessation, surrender the certificate of registration to the Labour Commissioner in person or by registered post, and shall inform it in Form IV of the manner in which every establishment held by him has been disposed of.
