Surrender of certificate.—Every owner of a building in a village who ceases to carry on the construction of a building in a village shall, within thirty days of such cessation, surrender the certificate of registration to the District Panchayat in person or by registered post, and shall inform it in Form 2 of the manner in which every work order held by him has been disposed of.
