Surrender of certificate.—Every consignor who ceases to carry on the consignment of goods shall, within twenty-one days of such cessation, surrender the certificate of registration to the Director of Industries in person or by registered post, and shall inform it in Form C of the manner in which every account of sales held by him has been disposed of.
